Billie chose a defensive stance in the fight because of his inability to effectively lead his men. His hatred for Cazombi was so great that he did not want to do anything that Cazombi would have and totally dismissed any suggestion he made.

Billie called the Marines back because he wanted to micromanage them and could not afford to let them steal his thunder. Again this tactic showed his inability to be an effective leader.
