because not all the cocoa mixes with the water or milk and is heavier than the surrounding liquid so it naturally sinks.

I don't mean to bring about any bad memories, but as a citizen, I feel I should know... Do you think we could have won that war? Where did we go wrong?

I mean, why didn't we try to build a cocoa mix that was just about the same weight of water or milk so they could mix better?

You bet we could've won that war.  But our mistake then, as now, is that as Americans we are over-confident in everything we do, we rush into situations without thinking because we've got all the answers, we have technology and we're strong and we believe that we are naturally just very nice, decent people, and we NEVER plan ahead, we only react.  First thing you gotta do is understand your enemy, I mean REALLY understand what motivates him and how far he's willing to go, get inside his head.  Then you've got to do whatever it takes to stop him whether that includes freezing his bank accounts or nuking his ass.  And you have to lay out your goals very clearly, let everyone know you're serious and why, and then apply the screws without mercy.  But are we wlling to accept civilian casualty rates like those of Dresden and Hiroshima?  We aren't and that's just a fact.

So can we win the current "war" on terrorism?  I don't know, and frankly I'm not optimistic.  Democracies are not suitable for the draconian measures needed to defeat such an amorphous threat unless that threat is immediate and recognized by everyone such as was the case in WWII.  We want the government to protect us from terrorists but we're not willing to give up any of our cherished conveniences to live in a world that would be only reasonably safe at best.  How do you protect yourself from a guy who believes the highest goal in life is to kill himself while killing you?  The Israelis have lived in this environment for years and they don't live under a dictatorship, so maybe it can be done but these United States are not Israel, not by a long shot.

Maybe the answer is just hunker down and take your chances.  You do that every day of your life when you drive out into traffic or walk the streets of a big city or live in a zone where the weather can turn nasty.  Maybe the ingrained optimism of the American psyche is what'll pull us through in the end.

I don't mean to anger anyone, but there are times when I wish we had a massive popular revolution just to wake the people up from their respective stupors...
