No.  Eric Partridge (Dictionary of Slang and Unconventional English) traces it in the above sense back at least to 1860 from pidgin English (from Cantonese).  Lighter (Random House Historical Dictionary of American Slang) notes that among military personnel it has been used to mean food since about the time of the Korean War.  "Chop," for food or to eat, seems to have been current among British seamen plying the West Coast of Africa as early as 1833 (Lighter & Oxford English Dictionary, Supplement).
