Question About Dragons

Okay, I've been curious about this for a while now, but the Dragons' air cushions....are they actual pockets of air or are they more along the lines of something similar to a modern day hovercraft with a material for the air to be "held in place?"  I hadn't had this debate in my mind until I saw the second cover with a Dragon on in, Blood Contact.  I mean First to Fight had a dragon with what we can assume is just a pocket of air while Blood Contact has an apparatus like the modern day hovercraft.

Help.....this question's been killing me.

holding the air in place I think would be a hinder because of the vulnerability of the craft. Since it is more futuristic I am inclined to believe something more like air jets on the bottom like a Land Speeder from Star Wars.

I've alwasy envisioned something like today's hovercraft, complete with skirts to hold the air in. Don't pay any attention to the cover illustrations. The art department has on more than one occasion asked us for drawings and written descriptions of weapons, vehicles, gear, etc, and then proceded to ignore every thing we provided.
