Second two things about recoil one do you have a release date yet. And does the force recon team get sent out before the presidents statement or did someone missed filed that a alien race may behind the attack. It takes time for a message to get from one world to another, about the rate of six light years per one day travel time. Human Space is a volume about 200 light years radius from Earth. For getting messages back and forth, think the British Empire ca. the 17th Century. It can easily take months for a message to go from one world to another and a reply to return. In this instance, imagine a Royal Marine unit in New Zealand getting a request from Hong Kong to help against an unknown threat, while sending a copy to London. Right about that time, London decides to make public knowledge of the unknown threat and sends it out.
