The Confederation was afraid that public knowledge of a hostile, alien sentience attacking worlds would cause a panic, that's why the government didn't say why military forces were being built up on the frontier. Nobody thought of coming up with a cover story. Hey, we're talking bureaucrats here, ya know?

Schultz's first name is Dave, not David. You DON'T want to go calling the Hammer by the wrong name.

Well the Confederation could of used propaganda as an excuse for having so many troops on the frontier worlds. Here is one that the Confederation could of used:

We are placing troops on your worlds to quell pirates. Although many of your local goverments have dealt with these pirates we wish to make an impact on them once and for all. These troops will attack Pirate bases and the pirate ports
